In the cutter diameter range you mention, you could consider the Proxxon 20165, which comes with a 43mm neck diameter for mounting, six collets up to 6mm and variable speed 900>6000rpm.
At first glance it looks like a high speed router, but it's not. The included controller supplies PWM DC to the spindle, which is a low-speed milling head, direct drive without gearing.

Larger cutters above 6mm would need reduced shanks as 6mm is the largest available collet. As for noise, I run one of these on a converted mill and it's almost deathly silent.
