Chuck,
It has to do with the lead in move needed to do a cutter offset.
(cutter compensation)
To offset to an inside circle, the cutter will start further inside the circle, then move to the desired path to the actual start of the cut.

Cutter compensation offsets the cutter 1/2 its diameter to allow the part to finish at the correct dimension.
