I know of and have a few programs that do this. I use Mastercam X3 in my business and the ART features make quick work of what you want. The downside is the price if a seat, not made for the hobby market.

I recently sold my beloved Roland PNC3000, the Roland site offers free downloads of their programing which will also do what you want. It produces a file that is meant to be run on the Rolands, but if I remember right you can save as a STL.

BTW an STL, tho very popular lately is not a great format for machining, but to each their own. I had to throw in my 2 cents worth.
