You could use a clutch, but then the stepper would have to overcome the
inertia and friction of the regular driving belt as well as the motor.
That is, thinking of the hobby level setup, I suspect you're thinking
more in terms of commercial work.

For hobby level work, I'd just as soon move the part to the mill for the
milling portion of the job. For commercial work, I'd pass on the job....
Simple spindle indexing to allow drilling or simple radial milling as
Omniturn et-al do is one thing. Full milling on a turning center, I'd
rather leave to a purpose built machine.
