Yes, that's it. I think it would be fascinating. Just to add to that, if you could co-ordinate everything your tool post could
also have a Z axis to position the height of the cutter/tooling to adjust, with the rotation of the part to maintain the best
cutting height and maybe even attitude. (I am specifically thinking of turning something like a crankshaft without having to setup
on the center of each crank throw)

PS While I'm at it, For years I have toyed with the idea of building a mill who's X Y movement is achieved by placing the spindle
within a large bearing race which lies itself within a larger bearing race such that all points within the area of the two might be
reached. I would think that the quality of a line milled in any direction would be as good as can be obtained on an X Y machine.???
(0: so long as the computer's doing the math!!!! :0)
