Bob,

I generally Put a "bleed resistor" across the filter cap. And
(unrelated to the paragraph below) sometimes a high freq. Capacitor
as well.
There are safety standards which apply to power supplies. You might
not be subject to them as a hobbyist or one-man shop, but the advice
is still good. The goal is to be sure the supply filter caps are
drained within a relatively short time frame.

The drives "may" perform this function, but usually take much longer
than the "standard" recommmends...
