Your problem is consistant tool length with collets? The only way
is to get MT3 end mill holders or some quick-change system that
has interchangable collet holders. I have made the switch to mostly
end mill holders and other presettable tools with R-8 arbors, and it
makes machining where the tool needs to be changed on one setup
go a lot faster.

Building up a stack of adaptors from spindle to tool is not a good idea.
Runout will increase, and stiffness will decrease!
