How about:

4. Build a DRO based around a PIC & one of the cheap 2-line LCD display
units. Not quite the display size you have in mind, but you should be able
to hack the electronics (apart from the encoders) for £20 tops. The
suppliers in "Everyday Practical Electronics" mag are a good starting point
for sources of LCDs - try Magenta, for example (01283 565435 - UK) who sell
a PIC-based LCD display driver prototyping kit for £19.99 which could
probably be pressed into service as a 2-axis DRO with the addition of
suitable encoders etc.
