It sounds more like he wants to cut a rectangular hole with radiused
corners right through the part, so wire-cut EDM would work. "Pocket"
is the wrong term, of course, and I don't see how you can cut a
10" x 4" hole in a 12" x 6" part and be left with the claimed 2"
border. ;-)
