The tool needs to take the cutter back down the same groove so it can cut the
next one. I want to use an indexer so you can program any desired twist and
any number of grooves. The linear motion would be on something similar to a
lathe bed. The indexer would essentially be on the carriage and just index
the cutter as it travels down the bed.

The reciever is the only part of the firearm controlled by BATF. The bolt,
barrel and firing assembly are free game. The reciever can even be partially
complete and still sold as a chunk of metal I believe 80% complete is the
cutoff line. There are seveal people selling ar-15 recievers 80% complete.
