There are 4 or 5 stand alone programs that can create this kind of form. In some 3D programs it is called a height field. Amorphium is one of the lower cost modelers that can create a height field, it has options for cylindrical, planar, or spherical application. It has lots of other nifty features too. One of the neatest things about it is that the demo is a 24 hour clock. It does not expire in 30 days or after 100 uses, but only after you have actually spent 24 hours playing with it. Plenty of time to learn how to use it for developing a height field.
