A very good question Rob. I have always explained it thus:-
2 axis (2D) would be being controlled (interpolated) simultaneously
i.e. a lathe moving the X & Z axis, or a 2 axis mill moving the X & Y
axis, the Z axis being controlled manually.
2.5 axis (2.5D) would be simultaneous movement of the X & Y axis,
with the Z axis also under control for changing the cutters depth
whilst the X & Y axis remain stationary.
3 axis (3D) would mean that all three axes X Y & Z are under
simultaneous control.

You may well get different descriptions depending on who you talk to.
It is possible to produce 3D shapes using 2.5D machining. Some CNC
controls which are classed as 2.5D are capable of simultaneous 3 axis
movement, but not 3D, but hey, lets not confuse the issue.
