I've sent for and just recieved a small board that will do just this.

It's fully programable and you can even nest commands like Cntl F6
onto one key.
I aim to use the 5 x 4, plus two 1 x 4 tactile keypads with this.
It's ideal as trying to get the pads to work with a normal keyboard
chip is impossible due to the matrix layout. It can be done but not
if you want a certain layout of keys.
