Looks to me as if the secondary is wound 'two-in-hand', that is 2 separate
wires, wound together, and connected at the ends. The 4 wires at the tap
is the logical way to break out the tap in a layer wound (or bobbin-wound)
coil. For layer-wound, they just wind an extra 'pull-out' turn at the end
of the first section of coil, and add an extra 'pull-out' at the start of
the 2nd section, connect the two (in this case, 4) wires together, and
behold, the tap! Anyways, from your description, if the wire sizes at both
ends are the same, use either the 28.5 or 31.5 for your bridge.
