Hi John,
Most of the time its a spiral "clockspring" that
counters the quill weight. Often its located right
on the shaft of the quill pinion, which the handle
turns , under a "bell(?)"-like cover.

makes it annoying to use is the down feed on it has lost it's spring
and no longer returns when you let go of the handle. How is it
arranged inside? Is there just a spring that pushing the quill back
up?
