Dunno about UK drill-presses, but assuming they are basically the same "as
here": There is a helical flat spring wound around the axle on one end or
the other that the hand-lever (crank) rotates. If the tip (usually with a
hole or bent "tab" on the end, for fastening to the shaft) breaks off from
years of flexing, it will make a most vulgar and frightening sound when the
coiled-up spring "relaxes"! It can also modify your dentures and facial
bones if you "don't know whatchur a-doin' " when you attempt to dismantle
these parts!
