Check out the following for an excellent FREE system:
1 - CAD - ProDesktop Express. If you think in 3-D better than 2-D you may
be better off with a package like this.
http://www.ptc.com/products/desktop/ . I've used it to design an EDM system
and it works about as well as SolidWorks.
2 - CAM - SurfCAM 2D Free. I've only played with this since I have Vector,
but this should work well with ProDesktop Express.

These two pieces of software are ideal if you think in 3D and are limited in
budget to $0.
There are others, but thinking in 3D, these are my FREE favorites.
