Dave,
The way a high end machine rebuilder would solve this is to lap the
quill housing until it's round and parallel. Then hard chrome the
quill and grind to size. Of course all of that could cost much more
than the drill is worth. I've been through this on a mill, assuming
you do the lapping yourself, you're looking at $1000+/-.
Someone suggested splitting the quill housing and installing a
clamping bolt. That's the way good quality American drill presses
have been made for years.
