Looking at the manual, the lathe does have a clutch. It is used to change between hi and low range. The clutch is engauged when the motor starts so the motor does not start unloaded. By looking at the drawings the control panel is fed by 220V 3 phase and a transformer steps it up to 460V to the drive controller.
