The whole side of the table that the wheel rolls on is sealed? I guess it
would be pretty safe then.

If it has brushes, or just two wires coming out, that is a DC tach. If
it has
at least 4 wires just from the end of the motor, not including the motor
wires itself, then it may be an encoder or a resolver. Can you give more
of a description?

Some servo amplifiers require a tachometer, as they are a velocity servo,
and need to have a direct measurement of velocity. It is just very rare
to have two different encoders on the same axis.
