What is the best way to CAD a flywheel w/spokes?

I am working on drawing a flywheel with 5 spokes, each 72 degrees
apart. The outer rim of the cutout is offset 65 deg. from each
spoke. I'm not quite certain where to start and how to go about it.
Any help would be appreciated. Hopefully this makes sense but if an
image is needed I can
upload one.
