I think that I may have figured it out. Dolphin CAD has an edit
field which takes degree values. What I did was to use a line and
set the 1st point center to the wheel and enter command like "A72
L3" (which set the line's endpoint 72 degrees and 3 inches in
length). I repeated this for the 5 spokes and I appear to have
guidelines for my radius corners.

If there is a better way to do it I'd be interested in hearing it
though.
