I can jog during M00 halt using TurboCnc 3.1a.

As I recall, that did not work on TurboCnc 4.01. I think I had to use
M06 instead of M00. There is some other stuff that needs to be dummied
in too. Like defining an imaginary tool zero at the start of the program
and referencing tool zero with the M06 tool change block.

I don't recall if I used M00 or M06 with EMC. But I had some way to do
it or the destructive behaviour of G92 would not have been an issue.
