I use Flo-Tork units for Railway Applications (about 350 to date without
a failure) and have use the same setup to shift speed and direction on
Oil-Gear Hydraulic Units where speed and direction is controlled by a
rotary spool valve.

I would recommend looking at using the end proximity switches to
indicate when a shift is complete. If the proximity's are monitored by a
simple relay setup so that the run forward and run reverse inputs of the
VFD are inhibited whenever both proxies are low this should not allow
the motor to be started with an incomplete shift. The same relays could
be allowed to send a jog forward or jog reverse to the VFD until the
shift is complete. This is a "jog and rake" type shift but using a very
low jog preset on the VFD should minimize the rake.
