This issue has been resolved for a long time within MACH2. It has a
pin that puts out a fixed pulse rate only after it is up and
initialized. This "charge pump" is then sensed by at least two of the
Breakout Board mfgs': Sound Logic and PMDX. No pulses out to the Step
and Direction are allowed unit the charge pump is sensed. It always
comes up in the same state.
