I was having similar problems with the motherboard-mounted parallel port on
my older Dell GX100 garage PC.
I bought two (one for a spare) high-speed PCI parallel cards from Cooler
Express:

They advertise on Pricewatch that shipping is free, but you have to put
that in the comments when you order or they will charge you the shipping.
I deactivated the motherboard parallel port in the BIOS, and needed to add
this line in autoexec.bat (this is Win98 booted to the command line--i.e.
MS-DOS 7.01):
nmdosin -a -r -c:lpt1=epp
This adds the parallel port, remaps to legacy (lpt1:) and sets the port to
EPP. TurboCNC doesn't know the difference.
