This is a grounded delta system, one leg of the transformer is 190v
to ground(commonly called high or wild leg), the other legs are 120v
to ground. Center tap of one transformer is grounded and can be used
as neutral conductor. You can feed single phase 230v loads using any
two phase conductors,120v loads as long as you do not use high leg. 3
phase supply is fine as you get 230 volts between any phase.
To answer the original question NO, 11 amps exceeds 6 amps get a
proper motor starter and overloads as required by the NEC, it will
probably keep you from smoking the motor one day.
