Maybe both a shop vac and a vaccuum pump. Using check valves it is possible to set up so that the shop vac starts the process and then the pump takes over to put a bit of presure on the part. Remember that you only get about 14psi clamping pressure with a good vacuum pump.
I use a Robinair pump for some non machining tasks (RTV evacuation) and am pleased with it. Lot of bang for the buck.
