Hp has drivers for that plotter on their support site, but only for Windows 3.11 and XP 64-bit.

I can't say for new systems (XP, Vista) but there were drivers for up to
Win2K for generic HPGL plotters,
which I assume your 75xx uses. You might have to search some of the
repositories of old drivers, as HP may not have these online anymore.
