The cheap laser tachs that you can get on ebay, etc. for about $25 will do this, their specs are to 100K RPM. the downside is they do not have SFM but that is a feature you would not likely need for a router spindle anyway. And since you are using a bit of fixed diameter you could easily make a chart of SFM if you wanted to or do a very fast calculation.

The big PC 3HP routers had a tach back in the day IIRC, but I don't think it was a true tach, more like a speed display.

The range is one problem but the main one is what type of sensor and
where would they be attached to the router? Anyone know of a tachometer for
router?
