I strongly disagree you would want to do any such thing unless you are also adding another set of bearings- a pressed in shaft (into a center drill hole) spinning at 30K RPM is going to fragment to bits along with any plastic disc or wheel attached to it IMO.

I think all you need to do is paint half the shaft black, leave the rest shiny and and mount the opto or laser tach slightly off center. I would not even try to rebore and thread the tail of the shaft for a mounted disc because of the high rotational velocities.

Sounds like my favorite expression: "Trust but verify."

One trick is to use a bit of Loctite to lock the pressed shaft in
place. It is cheap and easy to do.
