Certainly using the spindle (M03 and Sxxx) commands makes sense to me.
EMC will
handle maintaining constant velocity on moves that change angle. But,
it won't
make the "spindle" run at a speed proportional to XY velocity. Others
have done
this for laser cutters, which ramp up laser power proportional to
velocity. That
is actually pretty simple to do with a couple HAL components.
