Vector started as a Windows Cad-Only in 1993.

left-click on drawing tool bar [Draw-Rectangle ]
enter 10 [Length value] tab 30 [width value] enter
Job done in Windows, without having to learn or memorize codes.(Old
Man with poor memory here)

defaults to the bottom left corner at the origin, the origin can be
placed anywhere in the drawing that is a snap point BEFORE defining
the rectangle.

Complex options available on the dialog if you want, corner radius, Z
depth, Cylindrical-Polar coordinates for location, and whether or not
to set the bottom left corner or the center of the rectangle at a
specified X-Y-Z location

Vector CAN select any combination of these AND using the OR logic.
You can select all circles on layer "contour" with a line width
of .03 and blue color excluding any thing else. You can also pick
and match select, reverse select to in effect NOT select the named
attributes, and you can also use a pippette to draw attributes from
one entity and "pour" them into another.

You can Box select anything that falls fully within a rubberband box,
or Box select anything that touches a rubberband box.

Vector can also select circles by range of degrees of arc and/or by a
range of radii sizes.

All 10 MM - 20 MM circles, All Fillets < 5 MM, etc.
