nope no fuse except the one in the power supply
if you look near the joystick connector on even the better sound/game
cards (well the older ones anyway) you will probably find the same NE558
quad timer circuit (surface mount) as on the cheap ones
the newer cards might use a custom chipset but its probably the
same circuit inside somewhere

yep the power supply will shut down on a short ,its that few Miliseconds
before it shuts down that can still damage your motherboard
