Not the same. Changing the drive ratio will change the resolution (inches
of table travel per motor step - or half-step) of the system, and will also
change the maximum rate of travel that can be achieved.

If you're not after high rates of travel, using a smaller motors & a
reduction drive may well be a cheaper solution (cheaper motors, cheaper
drive electronics, etc).
