IMO an "accident" like that would be due more to poor drafting practices
than anything else.

An enlarged view such as you indicate should be dimensioned in the enlarged
view. This means it's up to the draftsman (or the checker) to get it right.
If the CAM program is run "correctly" it would use the original size drawing
for generating tool paths...not the enlargement.
