Yes but using you original post that your CAD system scales ALL the
entities including dimensions then the enlarged view will be three
time bigger.

True if all the objects are done on CAM but what about a 2nd
operation?
No you have got to choose one or the other. Either your CAD system
scales everything or you have a way to freeze dimensions to stop this
error occuring.
It does happen, look at the Marineer project. Lot's of brains behind
that and lot of checking and double checking the the error still
crept in
