They do what your discussing, but more professionally oriented.

Basic concept:
Company wanting piecework fills in their profile
Freelancer fills in his profile(in this case I guess you would inclide equipment)

When projects are displayed, Company's profile includes how many projects they have requested bids on, how many they have awarded bids on(so you can see what companies are serious)

Bids are displayed, along with the bidders track record(projects completed, average satisfaction rating)

The middleman concept:
When a bid is awarded, if I understand this correctly, the company pays the middleman immediately. The middleman holds the funds untill the project is completed to the company's satisfaction, than releases the funds to the freelancer - minus the middlemans commission.

A specific twist for this industry would be for the middleman to archive to CD all bid details. So if a disagreement over who invented what occured in the future, the records could be subpoened in order to prove the company had invented what they claim they invented.
