Yes, that's how I read it also.

Dan Hudgins shows how to use a 3 wire "dc motor" as a stepper in
his "full package" documentation of Dancad/cam. It's a bit of a cheat
however, as the motor is a 72 rpm synchronous made by Superior (in
other words, internally it is a stepper).
