By "universal head", do you mean an adjustable "right angle" add-on
for the mill spindle?

If so, the direction you "point it" (looking from the top of the
mill) is a C axis Value.

And the angle "down" or "up" could be considered either A or B,
depending on whether this axis of rotation was "mostly" in line with
the X or the Y axis, which would be determined by the "C" value set
when you clamp it to the spindle housing.

But these heads are not adjustable DURING the cut.

A standard 5 axis machine has X,Y,Z,A,B.
