Lee: This would do no "harm", but you could not operate the transformer at
more than 50% its "design-VA", as the 220 V primary would have been wound
with SMALLER wire (for the lower current), and you can't "pull" the same VA
("watts", only not!) unless the wire were DOUBLED in cross-sectional area of
copper.

As I said, SOME transformers have TWO primaries which MUST be wired in
parallel for 120 V. in (DOUBLE the copper!), or in SERIES for 240 V (double
the TURNS!).
