Not really. Linux will compile just fine with 8 or 16 Mb, although you
wouldn't want to have X running with that little.

It probably would have worked if you had cut the clock and/or memory bus
speed back a notch or two. The real problem was your motherboard / CPU /
memory combination. It hard to get closer than that (and generally
not worth the effort).
