Surplus dealers, Ebay or even new. If you compare
buying a brushed DC motor and the cost of adding an encoder,
you can often do that cheaper than buying a "brushed servo motor".

PM is permenant magnet by the way. So what you are looking for
are nice strong DC motors with brushes and magnets instead of
field windings.
