Sounds to me like you should contact your local strip steel
supplier and specify 5 cm strip in a roll. Then make a
progressive die to punch the holes and cut off the strip into 11
cm pieces. You should be able to do this at least as fast as 5
seconds each in a punch press of the proper size, and maybe a
little faster. Depending on the depth of the U form, the die
could do this also.

Even if you had to do the U bend using a die separate from the
one used to do the blanking and cut off, I can't see it taking
more than half a day for 1000 of these.

In other words, CNC would be overkill for something like this.
