Speaking up for Mariss here, nope, his original statement was correct.
The 5v supply internal to the Gecko requires a minimum load. (This
is documented in the Gecko manual)

Note too that at least one of the fast dual optos gets even faster
with a bias supply, and that CAN be supplied by the ENC+ output,
although a load resistor is still required.
