Bill,
With the board sitting long edge horizontal, and heatsinks away from
you, the first two pins are the enable, and a jumper ON is enabled.
The next pair is the MS2, and the pair farthest from you is MS1.
Now the truth table shows ones and zeros, but doesn't say whether
having a jumper on is one or zero. So we have to do a little
sleuthing: The xylotex boards I've received have the MS jumpers NON
shorted. Jeff's data sheet says the boards go out set up for 1/8
step, so that must mean that leaving a jumper OFF is a "1".

Now we can use the truth table to get the answers.
(You're Right! this is MUCH harder than it needs to be!)
So if you have BOTH jumpers ON, you will be in Fullstep mode.
With the ONE jumper ON (MS2, nearest the EN pair), you're in 1/4
step.
With one jumper ON the farthest pair (MS1), you're in 1/2 step.
