Sorry,

Try this again. the single axis data sheet has a line which helps at
the bottom of page one:

It says, 1 is UNshorted to ground.

So yes, both jumpers off for 1/8 step.

With the xylotex.com printing on the single axis board facing you
in "correct reading" direction

The near pair is MS0,
the far pair is MS1

A single jmper on MS0 sets 1/4 step
A single jumper on MS1 sets 1/2 step
Both jumpers ON sets fullstep
And both OFF sets 1/8 step.
