If you can get at the top of the screw(if it is not recessed too far below the pulley flange) you could cut a slot into both the pulley and the top of the set screw, and use a slotted screw driver to back it out.

Use a cutoff wheel in a dremel tool to cut the slot.

It is down in a 1/4 hole and hard to get to, I used the large pulley on the
motor, and the spindle and spun it up, but even that centrifugal force did not
disturb it, I am thinking it is going to be new pulley time.
