i have difficulty understanding your terminology,but if your problem
is that of a screw stuck inside the threaded hole,and has had its head
cut off,usually,mechanics do one of two things;
they weld a piece of metal to the remaining screw and turn the piece
of metal.
personally,i tried drilling a hole and leaning the bit on one
side.This creates a oval hole in the screw,the i punch in a piece of
metal,and turn the metal.
of course,i did that on car wheel bolts,which measure something like
20 mm diameter.
