I have machined away broken off tools such as this using a carbide 1/8th”
end mill. Requires some care obviously but if you can get it milled on the
centerline there is a good chance you can then knock out the debris and
remove the allen setscrew with a conventional allen wrench. If not, the
entire setscrew can be “drilled” away with a ¼” carbide end mill (end
cutting of course) then drill and re-tap 90 degrees from the original…… no
need for a new pulley…..

It is down in a 1/4 hole and hard to get to, I used the large pulley on the
motor, and the spindle and spun it up, but even that centrifugal force did
not
disturb it, I am thinking it is going to be new pulley time.
