I have machined away broken off tools such as this using a carbide 1/8th
end mill. Requires some care obviously but if you can get it milled on the
centerline there is a good chance you can then knock out the debris and
remove the allen setscrew with a conventional allen wrench. If not, the
entire setscrew can be drilled away with a ¼ carbide end mill (end
cutting of course) then drill and re-tap 90 degrees from the original no
need for a new pulley ..
